Qu'est ce que le SVE ?
Le Service Volontaire Européen est l'une des cinq action du programme jeunesse en action (PEJA). Il permet à des jeunes de 18 à 30 ans de vivre une expérience de volontariat dans un autre pays pendant 2 à 12 mois (des exceptions peuvent être faites pour les 16-17 ans). Il s'agit de s'engager pour une cause et de recevoir en échange une éducation et une fomation informelle et non formelle ayant une dimension européenne (compétences sociales, techniques et personnelles).
Le SVE se déroule au sein d'une organisation, d'un établissement ou d'un organisme public à but non lucratif. Il existe différents domaines dans lesquels s'inscrivent les projets : art et culture, social, environnement et protection du patrimoine, médias et information des jeunes et lutte contre les exclusions, le racisme et la xénophobie, santé, économie solidaire, sport, diversité culturelle, avenir de l'Europe.
On peut réaliser un SVE dans les pays suivants :
- 31 Pays programme, c'est à dire les 27 Etats de l'Union Européenne, les pays de l'espace économique européen (Islande, Lichtenstein, Norvège) et la Turquie
- Pays partenaires voisins de l'UE, c'est à dire l'Europe du sud est (ex : Serbie), l'Europe orientale et Caucase (ex : Arménie), Pays partenaires méditerranéens (ex : Egypte)
- Autres pays partenaires dans le reste du monde.
A la fin, le volontaire reçoit un "Youthpass". Il s'agit d'un certificat permettant de valoriser l'éducation non formelle générée par la participation au SVE.
Quel statut et combien ça coûte ?
Le SVE est entièrement gratuit pour les volontaires. Le transport, la nourriture, l'hébergement, la formation, le soutien, le tutorat et les assurances sont financées. Le volontaires n'est pas rémunéré. Il reçoit toutefois de l'argent de poche allant de 50 à 150 euros selon les pays.
Pour sa protection sociale, le volontaire bénéficie d'une assurance de groupe contractée directement par la commission européenne. Elle couvre les maladies, les accidents, les frais liés à une grossesse, le décès, l'invalidité, le rapatriement et la responsabilité civile.
A savoir que l'on ne côtise pas pour sa retraite durant le SVE.
Démarches à suivre :
Il y a trois acteurs dans le SVE : le volontaire, l'organisation d'envoi et l'organisation d'accueil.
- Il faut d'abord contacter une organisation d'envoi locale. Elle permet d'accompagner le volontaire dans l'élaboration du projet et de l'aider à rechercher un projet d'accueil.
- Il faut ensuite rechercher un projet dans la base de données (link) et envoyer CV et lettre de motivation aux associations d'accueil qui nous intéressent.
- Une fois avoir été accepté par une organisation d'accueil, il faut vérifier que les conditions nous conviennent (horaires de travail, durée du SVE ect...) et si besoin négocier ! Quand tout est ok, l'association d'envoi transmet un dossier de demande de financement à l'Afpeja. A savoir qu'il y a 5 dates de dépôt et qu'il ne faut pas louper le coche : 1er Février, 1er Avril, 1er Juin, 1er Septembre et 1er Novembre !
- Ensuite il faut attendre l'accord de la commission européenne, attendre, attendre (environ 1 mois et demi / 2 mois)...
- Et une fois qu'on a enfin l'accord (ouf !), il faut préparer son départ !
Il faut savoir que l' agence française afpeja implantée à l injep est chargée, au nom de la commission européenne, de la mise en oeuvre du Programme Jeunesse en Action (PEJA) en france. On trouve les infos concernant le SVE sur le site link.

Which status and how much is it ?
EVS is totaly free for voluntarians. Transport, food, accomodation, formation, supports, tutelage, insurance are
paid. The voluntarian is not remunarated. However, he receives 50 to 150 euros of pocket money.
For his social protection, he benefits of a group insurance of European commission. Its covers illness, accidents, pregnancy costs, death, desablement, repatriation and liability insurance.

Process :
There are 3 actors in the EVS : the voluntarian, the sending organization and the host
organization.
- First, you have to contact a sending organization. It will help you for researching a project and during the process.

- When you have been accepted by a host organization, you have to check the conditions of the project (working time, starting date, EVS duration...) and to negotiate if it's necessary. When all is ok, the sending organization broadcasts a financing request file to the european commission. There are 5 deadlines : 1st Febrary, 1st April, 1st June, 1st September et 1st November.
- Now, you have to wait, wait, wait the european agreement... During 1,5 / 2 months.
- If you receive the european agreement (yeahhh !), you can begin the praparation of your EVS !
